To the Editor:
The consensus of the general public seems to be that certain departments within the operation of the city are over-staffed. Whether these inordinate numbers refer to the rank-and-file or management differs, depending on who is doing the talking.
If the case is that labor is the reason for the imbalance, it’s easy to cull the forces by using the simple rule of “last in, first out.” Yet, these are the people who are actually providing the services that will be missed.
If the culprit of immoderation is management, we have a situation where they are the very ones making the decisions on how to trim their department budgets, and it’s hard to imagine any of them recommending a management position, possibly their own, be eliminated.
One thing is sure … if history holds true, and management ousts employees at the bottom of the pay scale without paring those of their own, the imbalance will be all the more glaring and inequitable.
