Single Applications Process for WHEAP and WAP benefits
Many of you have already encountered the new single application process called the Home Energy Plus Application (HE+) for Wisconsin Home Energy Assistance Program (WHEAP) and Wisconsin Weatherization Assistance Program (WAP) benefits. Individuals now complete a single HE+ form (link below) to apply for both WHEAP and WAP benefits. HE+ applications will be taken by the WHEAP agencies.
The WHEAP eligibility determination is completed first. If an applicant is denied WHEAP eligibility because his or her income is above the 150 percent FPL for WHEAP, but below the 200 percent FPL for WAP, then WAP eligibility will not be denied. Instead, the HE+ application should be automatically processed for WAP eligibility.
In sum, there is no separate application to apply for weatherization for people between 150 percent and 200 percent FPL and an individual cannot apply for WAP alone. The individual has to complete the HE+ application and be denied WHEAP eligibility before the person’s application will be forwarded to the weatherization agency. According to the WHEAP Handbook, the eligibility criteria for both programs are the same, but WAP has structural criteria that may be more inclusive or exclusionary than WHEAP.
As a result of this change, HE+ applications will be accepted year round. However, you may find that applications accepted after May 15 will be denied based on the seasonal WHEAP deadline. Some crisis money may be available, but generally the funding ends after May 15.
Again, applicants who would still qualify for WAP, but not WHEAP, presumably due to being over the 150 percent FPL limit or
due to the end of the funding season, are supposed to be automatically referred to the WAP agency.
