Weekly construction update
(Green Bay) The Wisconsin Department of Transportation (WisDOT) NE Regional Office in Green Bay is providing a weekly update on region construction, which includes the counties of Brown, Calumet, Door, Fond du Lac, Kewaunee, Manitowoc, Marinette, Oconto, Outagamie, Sheboygan, and Winnebago.
Motorists are advised to use caution and remain alert when driving through any work zone. Drivers are also encouraged to seek information about work zones and detours in the following ways:

US 41

COUNTY KB and COUNTY R, village of Denmark

Street. The detour for County R will be WIS 147, I-43, and US 141.
COUNTY D, COUNTY G, and PARK ROAD bridges

US 10 and WIS 55

The contractor began placing asphalt. The contractor finished landscaping
and electrical work on the project.

placing and shaping the final shoulders.
Traffic impacts:
US 10 and WIS 55 is closed to traffic and detoured. US 10 is closed from State
Park Road to Peters Road. US 10 detour is via WIS 114 and WIS 32/ WIS 57. WIS 55 is closed
from Schaefer Road to Manitowoc Road. WIS 55 detour is via WIS 114, County N, and County
CE. All-way stops are located at State Park Road and WIS 114, and also County N and WIS 114
along the detour route.

Traffic impacts:
Michigan Street is closed from the Michigan Street Bridge to 3rd Avenue and
from 3rd Avenue to 100 feet past 4th Avenue. 1st, 2nd and 4th Avenues are closed at the intersections
with Michigan Street. The 3rd Avenue intersection at Michigan Street is open to through traffic.
gan Street Bridge

Description:
The contract work includes structural rehabilitation of the fixed and movable steel
through truss spans; replacement of the machinery, controls, electrical system, lighting and fender
system.
September 7 to September 11:
Begin to drive sheet piling for Dolphin #1. Continue steel
erection on Span 6. Continue decking of Spans 9 and 10. Clean and paint the top flanges of
roadway stringers.
September 14 to September 18:
Continue work on Dolphin #1. Steel erection at span 6 to
continue as well as decking of Spans 9 and 10. Painting of roadway stringers and steel
connections to continue.
Traffic impacts:
The bridge is closed to all road traffic during this project. Mariners are advised
that one of the movable leaves may be lowered periodically to allow portions of the deck to be
removed between the hours of 6 AM to 4:30 PM, Monday thru Thursday. One leaf will be in the
up position the majority of the time with periodic full closures. At times when both leaves are
down the bridge will open at the top of the hour for recreational vessels in coordination with the
Maple Oregon bridge openings. The USCG has granted permission for this activity to occur until
January 2010. Vessels requiring a full opening of the bridge are required to provide at least 2-
hours advance notification by calling the project foreman at 906-458-2105 or 715-572-6295.
Mariners should take note that a pier protection fendering system will not be in place for this
phase of the project. Due to the nature of work being performed, mariners are strongly urged to
exercise extreme caution in the vicinity of the bridge.
Fond du Lac County
US 45

Traffic impacts:
Culvert pipe replacements will be done under flagging operations. Bridge work
will have a detour. The detour route going northbound is US 45 to WIS 28 to County W to WIS 67
to US 45. Southbound is the reverse. All work is dependent on weather conditions and subject to
change.
OAK GROVE ROAD bridge and approaches

Traffic impacts:
Oak Grove Road will remain closed to through traffic but open to local traffic 1
mile south of Lake Maria Road. There is no detour route for the project.
US 151

Sept. 4 to Sept. 11:
Base course placement and grading between the town of Pipe and the town
of Calumetville will continued through next week. Curb and gutter started in Calumetville on
Wednesday. Asphalt between County HH and Pukwana Beach road finished Friday, September 4,
2009. The second lift of asphalt between the town of Peebles and the town of Pipe continued
through the week.
Sept. 12 to Sept. 18:
Curb and gutter in Calumeteville will be finished Monday September 14,
2009. The second lift of asphalt between the town of Peebles and the town of Pipe will continue
though Tuesday. The first lift of asphalt from Pukwana Beach Road through Calumeteville will be
started on Wednesday.
Traffic impacts:
There is a posted detour from County WH in the town of Peebles to County G to
US 151 in the town of Chilton. Resident access into the town of Pipe will be from County
US 41

Trail, the reconstruction of the Hickory Street/Rolling Meadows intersection, and the construction
and realignment of several railroad tracks in the immediate vicinity.

Reconstruction of the proposed southbound lanes of US 41 continued with
grading, storm sewer, and culverts.
Sept. 14 to Sept. 18:
Installation of storm sewer and culverts continues in the southbound lanes.
Apply base aggregates in the southbound lanes.
Hickory Street open:
Hickory Street is open to one lane of through traffic, in each direction,
between Pioneer Road and Rolling Meadows Drive.
Ramp closure:
The on ramp from Military Road to southbound US 41 will remain closed during
the reconstruction of the proposed southbound lanes. Follow the detour that is provided.
Traffic impacts:
Motorists should anticipate backups on US 41 and are advised to consider
alternate routes. All ramps at the Hickory Street interchange will remain closed for the duration of
the project. All work is dependent on weather conditions and subject to change.
Manitowoc County
SOUTH CLEVELAND ROAD and approaches

all incidentals to complete the project.
Traffic impacts: No anticipate traffic impacts since all lanes are scheduled to be open
through September 20. Possible shoulder closer may occur.
WIS 147
Schedule:

WIS 147 from I-43 to County VV in Two Rivers.
Description:
This project includes a mill and overlay of the existing pavement from I-43 to
Mishicot. There will be concrete base patching and diamond grinding from Mishicot to Two Rivers
along with rehabilitation of 2 bridge decks. Work includes asphaltic concrete paving, cross drain
lining, pavement marking, signing, landscaping, erosion control, and traffic control.
Sept 7 to Sept 12:
The contractor continued to place the binder layer of the asphalt. They were
able to pour of the bridge deck overlay for the bridge in the village of Mishicot and also the bridge
½ mile west of Mishicot. The diamond grinding in Mishicot started.
Sept 13 to Sept. 19:
The contractor will continue to diamond grind in Mishicot. They will remove
all of the traffic control for the bridge in Mishicot and the bridge ½ mile west of Mishicot after they
reach cure. The mainline paving will start the surface course from I-43 working toward Mishicot.
Traffic impacts:
The traffic at the B-36-109 bridge will be maintained by temporary signals
located ½ mile west of Mishicot. Local traffic in downtown Mishicot will be maintained by
temporary signals around the B-36-123 bridge.
NEWTON ROAD bridge

abutment. The contractor completed curing the bridge deck.

structure backfill for the south half of the west abutment. The contractor may begin grading for
the south half of the roadway.
Traffic impacts:
Valley Drive is reduced to a single lane of traffic.
WIS 310
Schedule:

WIS 310 from a mile east of I-43 ramps to the west corporate limits of the city of Two
Rivers.
Description:
This project includes a mill and overlay of the existing pavement over a 6.1 mile
section of WIS 310 and the construction of roundabouts at County R, County Q, and County B.
Work includes grading, asphaltic concrete paving including a bicycle trail, concrete curb and
gutter, stamped colored concrete sidewalk, storm sewer, cross drains, culverts, intersection
roadway lighting, pavement marking, signing, landscaping, erosion control, and traffic control.
Sept 12 to Sept 18:
The contractor has completed the pavement, shouldering, and pavement
marking work on WIS 310 from County Q to the east limits of the project near Columbus Street in
Two Rivers, Wisconsin. Restoration work will continue to be completed including landscaping at
driveways and cross drain pipes. The contractor has began to install the concrete curb and gutter
at the WIS 310 and County R intersection this will continue for the upcoming weeks. The rough
grading and storm sewer installations are complete at the intersection. Landscaping and
restoration will continue at the intersection. Cross drain installations continue west of County Q
along WIS 310 as work progresses. The closure of the WIS 310 and County B intersection is in
place as of September 8th, 2009. Pavement removals, grading work and storm sewer installations
will continue through the upcoming weeks. Reconstruction work at the railroad crossing just west
of the Manitowoc County Highway Department continues and is anticipated to be completed this
week. Utilities will continue relocation work within the right of way of the project.
Sept 19 to Sept 25:
The contractor anticipates completing the rough grading and shaping work
and storm sewer installations at the WIS 310 and Copunty B intersection. Curb and gutter
installations and placement of colored concrete areas will begin at this intersection. Curb and
gutter installations and placement of colored concrete in the islands and truck apron of the WIS
310 and County R intersection will be nearing completion. The contractor will begin preparations
to pave the WIS 310 and County R intersection at the end of this week and prepare to mill and
overlay the WIS 310 mainline west of the County Q intersection simultaneously.
Traffic impacts:
. WIS 310 is closed to through traffic through October 30. Detours will be in place for
eastbound and westbound traffic on WIS 310. Access to all abutting properties along WIS
310 will be maintained.
. Emergency officials will be informed of appropriate routes to provide emergency services
and emergency vehicles will have access at all times during the construction.
. The intersection of WIS 310 at County R was closed to through traffic beginning the
evening of August 25. Detours are in place for northbound and southbound traffic on
County R. Access to all abutting properties along County R will be maintained.
. The detour for the WIS 310/County Q intersection was removed the evening of August 25
and the intersection is open to traffic.
WIS 67

The project involves construction of two roundabouts, an intersection reconstruction,

and erosion control.
September 5 to September 11:
Curb and gutter was installed from the Sheboygan River Bridge
through the County AA roundabout. Sidewalk was placed at the County AA roundabout, WIS
32/57 roundabout, and at Fremont Street.
September 12 to September 18:
Light bases will be installed on the east side of WIS 67.
Overhead sign support bases will be installed. Lower layer asphalt will be paved along both sides
of WIS 67 adjacent the curb line. Stamped colored concrete will be placed at the County AA
roundabout.
Traffic impacts:
WIS 67 southbound traffic is detoured to Fremont Street, west to WIS 32/57,
south to WIS 67. WIS 67 northbound traffic is detoured to WIS 32/57, north to Fremont Street,
east to WIS 67. Rockville Road is closed; access will be maintained via Cemetery Road. Traffic
control is scheduled to be switched to Stage Three on August 31: Southbound WIS 67 traffic north
of Kiel will be detoured west on County X then south on WIS 32/57 back to WIS 67. Northbound
WIS 67 traffic south of Kiel will be detoured north on WIS 32/57 then east on County X back to
WIS 67. Rockville Road will remain closed; access will be maintained via Cemetery Road. There
will continue to be sidewalk closures at the WIS 32/57, County AA, and Fremont Street
intersections.

Description:
Grading, base aggregate, marsh excavation, concrete and asphalt pavements, and
four structures – two over the Sault Ste. Marie / Canadian National Railroad, and two over
Schacht Road, permanent signing and marking, and all incidental items to complete the project.
Sept. 6 to Sept. 12:
The prime contractor is placing fill between structures B-38-111/112 and B-
38-113/114 and hauling from the Biehl/Maple Ridge borrow pit; they are also placing some borrow
fill from the railroad structures to the south end of the project to aid in the bridge construction.
They have finished hauling out of the J. Kalafut borrow pit. Work continues on the side road
construction, with pipe work, gravel, and curb and gutter work nearly complete on new Schacht
Road, new Old Peshtigo Road, and Pine and Ogden streets. Asphalt work is scheduled for the
week of September 7. The CN Railroad is completing their roadway crossings this week at
Schacht Road and Old Peshtigo Road. Structure contractor has placed girders at railroad
structures B-38-111 and 112, and decking work has started; deck pours are scheduled for the
middle of September. Schacht Road structures B-38-113/114 are now complete and only punch
list item work is left.
September 13 to September 19:
Prime contractor is continuing to place fill between structures B-38-111/112 and B-38-113/114
and hauling from the Biehl / Maple Ridge borrow pit; they are also placing some borrow fill from
the railroad structures to the south end of the project to aid in the bridge construction. Almost all
side road curb & gutter work is complete, and asphalt paving has started this past week on the
side roads of old and new Schacht, Ogden, Pine and new Old Peshtigo Road. The CN Railroad
has completed the at grade crossing work in advance of the asphalt paving, and the energizing of
the two crossing signals will be done in the next two weeks.
Girders have been placed at railroad structures B-38-111 and 112, and decking work has started;
deck pours are scheduled for the middle of September. Schacht Road structures B-38-113/114
are now complete and only very minor punch list item work is left to do.
Traffic impacts:
Traffic control has lane closures and traffic narrowed to one lane in each
direction on US 41 north of Peshtigo. Southbound US 41 traffic is routed onto the ramp to Schacht
Road through the roundabout to Maple Street, and then to existing US 41 at Old Peshtigo Road.
Northbound US 41 traffic is on the new pavement at Old Peshtigo Road to Maple Street, through
the roundabout to Schacht Road and the interchange ramp northbound to US 41. The crossing of
equipment at the structures at Schacht Road will impact northbound traffic; this hauling will be
intermittent and scheduled to last until the middle of July. This traffic pattern will be in effect until
construction allows opening of the US 41 roadway south of Peshtigo, currently scheduled for mid
to late October. Haynes Road is closed between US 41 and Old Peshtigo Road, as is Schacht
Road at US 41. All other side roads are open to traffic during construction. Schacht Road from
north of the project will have access to US 41 via the existing north frontage road. Old Peshtigo
Road has been re-opened to through traffic and Schacht Road is now closed to through traffic at
the Old Peshtigo Road intersection for the duration of borrow hauling, which may continue for the
next month or so.
Schacht Road has now been reopened south of Old Peshtigo now that borrow hauling from that
area is complete; Old Peshtigo south and east of the present 41 traffic remains open with
flagging of construction borrow hauling right at the south project B-38-108/109 structures.
US 41, South Peshtigo by-pass

September 5 to September 11:
The contractor started forming and pouring the parapets of the
Old Peshtigo Road structures; clearing and grubbing Poplar Ridge Road.; and continued
removing Old US 41. The contractor continued to place borrows at Old Peshtigo Road for US 41.
September 12 to September 18:
The contractor continued to place borrows at Poplar Ridge
Road. The contractor will continue removing Old USH 41. The contractor will be staining the
Peshtigo River bridges. The contractor will continue to place borrow at Old Peshtigo Road for US
41. The contractor will continue forming and pouring parapets for the Old Peshtigo Road
structures.
Traffic impacts:
USH 41 northbound traffic will be rerouted onto the CTH Y off ramp and onto
CTH Y into City of Peshtigo. USH 41 southbound traffic will be rerouted from the city of Peshtigo
onto the CTH Y on ramp and onto USH 41 south.
Oconto County

This project completes the paving portion of US 41 for the city of Oconto bypass
and upgrades ¾ mile of WIS 22 to an urban cross section. Work along US 41 includes earthwork,
base aggregate hot mix asphalt pavement shoulders, and concrete pavement. Work along WIS
22 includes earthwork, storm sewer, base aggregate, concrete curb and gutter, roundabout
construction, and landscaping.
Traffic impacts:
US 41 is reduced to one lane in each direction just south and north of the city of
Oconto. WIS 22 is closed to through traffic from Elmgrove School Road to Cook Avenue. Local
traffic will be maintained to access businesses. The detour route for WIS 22 is south on US 141,
north on US 41, then back to WIS 22. This closure will be in place until late September 2009.

The project will resurface US 41, add auxiliary lanes between Ballard Road and WIS
441, add acceleration and deceleration lanes at the WIS 47 on and off ramps, widen shoulders
and flatten ditch slopes, install steel cable guard along the median, concrete base patching,
construct a concrete barrier wall along the ramp connecting northbound WIS 441 to southbound
US 41, raise bridges over US 41 at Capitol Drive, Vandenbroek Road, and Buchanan Road, and
rehabilitate the US 41 bridges over WIS 55 and Maloney Road.
Sept. 8 to Sept. 12:
Gravel was placed for the approaches to the Capitol Drive bridge and
concrete surface drains were poured. Final asphalt paving of the southbound ramps along US 41
was completed. Culvert pipe lining, beam guard installation, cable guard installation, and
permanent signing work continued.
Sept. 14 to Sept. 19:
Approach work at Capitol Drive bridge will continue. Final asphalt paving of
ramps and shoulders will continue along US 41. The WIS 47 interchange may be also be
resurfaced with asphalt towards the end of the week. Culvert pipe lining, beam guard installation,
cable guard installation, and permanent signing will continue.
Traffic impacts:
Capital Drive over US 41 remains closed. Local motorists should find alternate
routes. Nightly lane closures on US 41 for paving, shoulder gravel, and other work will continue.
On and off ramps may be closed to traffic for paving and shoulder gravel operations. Message
boards will notify motorists of planned closures. There may be daytime shoulder closures on US
41 for work on beam guard, cable guard, culvert pipe lining and signing. Motorists should
anticipate backups on US 41 and are advised to consider alternate routes. Motorists are reminded
that the speed limit within lane closures is 55 mph and are advised to remain alert and use caution
when driving through this or any work zone.
Lane closures:
There will be nightly lane closures on US 41 for asphalt paving and shoulder
work. There will be ramp closures for paving work. Planned ramp closures for next week are as
follows:
. US 41 northbound WIS 441 on and off ramps are planned to be closed Tuesday night
from 6 p.m. to 6 a.m.
. US 41 northbound WIS 55 on and off ramps are planned to be closed Tuesday night from
6 p.m. to 6 a.m.

COLLEGE AVENUE roadway

East of the bridge; Topsoil placement is complete. Landscaping east of the
roundabout continued. Roadway clean-up began.
West of the bridge; Driveway and sidewalk work on the south side of College Avenue continued.
Electrical underground work is complete. Backfilling behind the curb and topsoil placement
continued.
Sept. 12 to Sept. 18:
East of the bridge; Landscaping east of the roundabout will finish. Roadway
clean-up should complete. Setting light poles in the roundabout should begin.
West of the bridge; Driveway and sidewalk work on the south side of College Avenue should
finish. Permanent signing should begin. Pavement markings should begin. Backfilling behind the
curb and topsoil placement will continue. Landscaping should begin. Setting light poles should
also begin.
Traffic impacts:
East of the roundabout; College Avenue is closed to through traffic from John
Street/Walter Avenue east to Matthias Street. The following four (4) key side roads are open
across College Avenue to one lane of traffic at all times: Telulah Avenue, Weimar Street,
Buchanan Street, and Matthias Street.
At the roundabout; John Street and Walter Avenue is open to north/south traffic through the
roundabout.
West of the bridge; College Avenue from Drew Street to Lawe Street is restricted to one lane of
traffic in each direction on the north side of the road. Lawe Street east to Alton Court is closed to
through traffic. Phased construction of the south side of Lawe Street is ongoing. Traffic will still be
able to travel on Lawe Street south of College Avenue at all times. Maximum lane width is 10’.
COLLEGE AVENUE bridge and approaches

Description:
The project involves replacement of the College Avenue bridge and approaches and
the Banta Court bridge and approaches. Work consists of grading, base aggregate, storm sewer,

two bridges.
Aug. 29 to Sept. 4:
Work on the exterior parapet was ongoing. Drilling anchors for the interior
parapet was started. Water main installation was finished for Spans Eight through Ten. Storm
sewer work on Banta Court was started. Storm sewer work and water main tie-ins were also
started on the east approach. Landscaping was started on the west approach. Grading was
completed on Banta Court and grading work on the east approach to the College Avenue bridge
was done. Work on the stairway east of the bridge was ongoing. Concrete light poles were placed
on the east bridge approach.
Sept. 5 to Sept. 11:
Work on the exterior parapet and drilling anchors for the interior parapet
continued. Storm sewer work on Banta Court and the east approach to the College Avenue
bridge was completed. Grading continued on the east approach to the College Avenue bridge.

Work on the exterior parapet and drilling anchors for the interior parapet will
continue. Concrete curb and gutter and concrete pavement for Banta Court will be poured. Slope

College Avenue is closed from Rankin Street to John Street/Walter Avenue. The
signed detour is via WIS 47, County OO, and WIS 441. Banta Court is closed west of the Banta
Bowl parking lot.

I-43 will have one lane closed northbound starting Tuesday, September 8. This
closure will be for 5 miles at a time, with the closure starting on the south half of the project and at
mid week moving to the north half. WIS 23 eastbound and westbound will have one lane closed in
each direction for the work on the bridges over Taylor Drive. One lane will be closed over the
bridge on the southbound collector/distributor over WIS 23 for the bridge work.

the demolition and reconstruction of the Witzel Overpass over US 41, and the construction of two
roundabouts and three retaining walls at the Witzel/Washburn and Witzel/Koeller intersections.
through traffic between Robin Avenue and Taft Avenue beginning Monday, August 3, and running
throughout the month of August. WIS 21 will be reduced to one westbound lane of traffic during
the week of August 24; the right (driving) lane will be closed for construction of storm sewer. The
construction of North Koeller Street and Rath Lane will have minimal impacts upon traffic.
Southbound US 41 traffic will be impacted by the nighttime lane closure on September 3 and/or 4,
and by the shoulder closure in that same location through November 15. Traffic on Washburn will
be slightly inconvenienced by implementation of a temporary driving lane of asphalt and bridge
bypass, as well as possible flagging instances for various construction operations.

Beginning September 8, Marine Drive will be closed to through traffic; access

WIS 21. Beginning September 8, between the hours of 9 p.m. and 5 a.m. northbound US 41 will
be reduced to one 12-foot lane between WIS 21 and US 45. Beginning September 8 the
southbound US 41 left shoulder will be closed between US 45 and WIS 21. Beginning September
14, the right shoulder on the US 41 off ramp to WIS 21 will be closed. The Wiowash Trail is
closed between Marine Drive and Westwind Road until the summer of 2010.

Contractor continued placement of borrow on Snell Road and on Fountain
Avenue/Green Valley Road. The bridge contractor completed construction of Pier #2 in the US 41
median and started construction of the east abutment.
Sept. 13 to Sept. 19:
Contractor will continue placement of borrow material on Snell Road and
Fountain Avenue/Green Valley Road. Bridge contractor will complete construction of the east
abutment. Bridge contractor will set concrete girders over US 41 southbound lanes during the
night of Sept. 17.
Traffic impacts:
US 41 northbound and southbound shoulders are closed through the
construction zone. The US 41 southbound left lane will be closed from Sept. 17 at 9 p.m. to Sept.
18 at 5 a.m. for setting concrete girders. The State Patrol will also provide a rolling roadblock
during this time. Snell Road is closed to traffic from the west property line of the Oshkosh
Correctional Facility for a distance of about ¼ mile to the west/southwest. Green Valley Road is
closed from Glenway Drive to the south and Fountain Avenue is closed from about 800 feet west
of Green Valley Road to Green Valley Road.

September 12 to September 18:
The concrete sidewalk and driveway approaches are
scheduled to be complete. Placement of colored and stamped concrete will continue.
Landscaping will begin in some areas of the project.
Traffic impacts:
WIS 114 (Third Street) will be closed to through traffic from Tayco Street to 200
feet east of Manitowoc Street for the duration of the project. Motorists are advised that access to
businesses in the closed area will be provided at all times. Racine Street and DePere Street will
remain open across Third Street during the project. All other roads crossing Third Street from
Tayco Street to Manitowoc Street will be closed. A signed detour is provided consisting of US 41
to US10/WIS 441 to US 10.

Description:
This reconstruction project consists of storm sewer, sanitary sewer, water main,
grading, base aggregate, curb and gutter, concrete pavement, asphalt pavement, and traffic
signals. This reconstruction project will be completed in three phases.
September 5 to September 11:
Backfilling the curb and gutter and landscaping work will
continue this week. Removal of the temporary traffic signals and activation of the permanent
traffic signals scheduled for late in the week.
September 12 to September 18:
Topsoil and landscaping work are scheduled for completion.
Pavement marking is scheduled for early in the week. Site cleanup will also begin this week.
Traffic impacts:
County Y is closed to through traffic for all phases of construction. One lane,
one–way eastbound local traffic will be maintained on County Y east of WIS 76 for the duration of
the project. Two-way traffic on County Y west of WIS 76 will be maintained throughout
construction. County Y will be detoured for the entire project. The detour route for all phases is
WIS 76 to Snell Road to County A.
