Municipal Building roof slated for repair

The Sheboygan Falls Common Council voted to approve a $17,550 roof-repair project at the Municipal Building, during a semimonthly meeting Tuesday, April 20, at the City Hall Municipal Building.

Plan Commission Chairman Thomas McCue and Alderman Randy Messner stated that the Municipal Building roof started leaking in three different areas about 1½ years ago. Some patching was done, but it was only a temporary fix.

Last month the fire department roof also developed a leak.

The last time the roof was replaced was in 1986. At that time, the replacement was guaranteed for 20 years.

Council members agreed that the building was in need of many repairs, and questioned whether remaining money borrowed from a previous loan could be used.

Alderman Terry VanEngen suggested that the money could be used for a building study. Police Chief Steve Riffel said that he has plans from the last building study.

McCue suggested that many of the rooms at the building are inadequate and cramped. Riffel noted the need for larger interview rooms and additional office space at the police department. A room for Common Council meetings was also suggested.

If the city goes to tax collection or the police department expands, the building would need to expand the number of rooms as well.

The roofing repairs to the building main roof section will be completed by Butzen Brothers Roofing.

Butzen Brothers estimated the cost to remove gravel stop, wood nailer and cut rubber to make straight edge; install rubber nailer strip on parapet walls; add new rubber and seem to existing roof; cut rubber at shingle edge to make edge and add new rubber and seam at $7,200.

The estimated cost to furnish and install new shingles and make repairs to existing rubber valleys came in at $5,585.

Butzens will also repair flashings, curbs and protrusions on the front entrance roof for $4,500.

Dale Wiegert of 120 Boland Parkway came to the council last year, with a complaint of a water issue in his backyard. At that time, the city agreed to bring an engineer to perform an analysis.

Wiegert stated that no action has been taken, after three engineers studied the flooding problem.

Mayor Randy Meyer said the issue will be discussed further at a Common Council meeting on Tuesday, May 18.

Meyer stated the city received $154,500 for street lights through a grant with joint efforts from Orion Energy and Alliant Energy.

The election canvas was approved with the following results: Mayor Randy Meyer (615 votes), Municipal Judge David O. Specht (615 votes), 1st District Alderman Terry VanEngen (302 votes), 2nd District Alderman Randy A. Messner (218 votes), 3rd District Alderwoman Dawn Beimel (129 votes). A total of 732 voters out of a possible 5,085 registered voters cast ballots in the April 6 spring election.

Meyer proclaimed April 18-24, Paint the Town Purple Week and July 16-17, Relay for Life Days to recognize the American Cancer Society Relay for Life anti-cancer campaign.

The travel/school request for Bruce Kaboord for Badger Meter Customer Product Training, May 11-13 in Milwaukee was approved at a cost of $684.

The travel request for Fire Chief Wesendorf, Assistant Chief Ubbelode, Captain Arpke, Engineer Wright and Captain Kueker for an International Fire Training Conference Ladder Truck Exposition and Vendor Presentation, April 23-24, at Indianapolis was approved at a cost of $777.

A travel/school request was approved for police officers to attend the Drexler School for Dogs at Elkhart, Ind. at a cost of $440. Money would be used from the dog training fund.

A class B retailer’s license was granted to St. Peter’s Church and Outreach for a fish boil on May 21, at the Municipal Building.

An operator license renewal was approved for Stephanie M. Johnson. New operator applications were approved for Travis C. Yurk, Francis Brickbauer, Neal Todd Gabrielse Joanne Strassburger and Jeffrey DeGroff.

The Common Council also held an organizational meeting for the new 2010-11 term, electing Dewey Glancey as council president, while McCue was named as the council’s Plan Commission representative.
Meyer made the following 2010-2011 board appointments:
Anne Krauter to a one-year term as the council representative on the library board.
Duane Glancey to a one-year term as council representative on the Fire and Police Commission.
Terry VanEngen to a one-year term as council representative on the Park Board.
David Payne to a one-year term as electrical inspector.
Gary TenHaken to a one-year term as garden lot director.

Ronald Kalk to a five-year term on the Fire and Police Commission.
Kenneth Messner to a five-year term on the Board of Appeals.
Gary Heinecke and Glen Kohlhagen to a three-year term on the Plan Commission.
Richard LeMahieu, Tom Bigler and Arthur Risse to a two-year term on the Board of Review.
Pat Schroeder and Julie Gebhert to a three-year term on the Library Board.
Robert Hackel to a four-year term on the Park Board.
Jackie O’Dwanny to a three-year on the Historic Preservation Committee.
Brian Beeck to a five-year term on the Sex Offender Residence Appeal Board.
Appointed the firm of Hopp, Neumann, Humpke to a one-year term as the city attorney firm.
All appointments were approved.

Public Safety Committee –Glancey (chair), Dawn Beimel, Thomas McCue.

Public Health and Welfare Committee – Beimel (chair), Messner, Krauter.
Property Committee – McCue (chair), Beimel.
All Common Council appointments were approved.

The council approved Resolution 2010-2011 No. 1, designating Wells Fargo Bank, M&I Bank, National Exchange Bank, Harris Bank, Community Bank, First Business Bank-Milwaukee, First Business Bank-Northeast, Wisconsin Class Investment Pool and the State Investment Pool as public depositories and authorized the deposit and withdrawal of city monies from the aforementioned financial institutions.

Resolution 2010-2011 No. 2, designating The Sheboygan Falls News as the official newspaper for the city of Sheboygan Falls was approved.

The next Sheboygan Falls Common Council meeting will be held Tuesday, May 4, at 6:30 p.m. in the Council Chambers at the City Hall Municipal Building.
