Cascade flood plain issues brought to light before board

CASCADE – Due to a scheduling conflict the February meeting of the Cascade Village Board took place a week earlier than normal, being held Tuesday evening.

Because of the change of date, the bills, treasurer’s report and police report were not yet available. These reports will be given at the March meeting.

Boyd Chittim came to board to discuss issues he’s encountered while attempting to sell his home on Frances Avenue.

“The reason I’m here is not to complain, but just to try to bring some awareness to a situation that I ran into,” he said.

Chittim has decided to move out of his house and had a sale lined up. It was found, however, that the home is in the flood plain. Due to this, the couple buying the home would have to purchase flood insurance, which they found to be too expensive. Because of the additional monthly cost of the insurance the couple was unable to secure a loan and the sale fell through.

In 2009, members of the board explained, they had to adopt an updated ordinance and map for the flood plain in order to make residents eligible to purchase flood insurance at all.

“As a result of all this, I’m out a lot of money, they’re out a lot of money,” he said, “and I don’t know who blame except I feel victimized. I know it’s not the Village Board or anybody else.”

Trustee Jerry Hendrickson provided Chittim with a map and an e-mail from the Department of Natural Resources which he hoped contained relevant information which may help Chittim in the future. The house is located in the flood Fringe portion the flood plain.

The board was informed that the new tractor had arrived and was ready to be used. The plan to sell the old tractor on WisconsinSurplus.com in hopes of getting more than trade-in value for it did not work as the auction did not reach the value the village was offered for a trade. Because the reserve was not met, the sale of the old tractor was pulled and it was instead used as a trade in for $27,000.

The next meeting of the Cascade Village Board will take place Tuesday, March 11, at 7:30 p.m.
