Village of Howards Grove acts on complaints

HOWARDS GROVE—The village board of Howards Grove discussed Complaints received regarding the vacant home and property located at 1508 Fieldstone Lane and also the lack of maintenance.

Village President James Scheiber explained that he had received a complaint about the condition of the property and lawn maintenance. He noted that the village ordinance has a limit of 12 inches before a notice can be sent to the property owner, telling them that need to cut their lawn. Average height ranges from six to eight inches.

The village should send out notices certified for verification reasons, and then the public works department can cut the lawn if needed.

The house is not a safety issue at this time, therefore the village hasn’t acted on the matter yet.

If the village needed to do something about the disrepair of the house it would have to be condemned.

At this time, all the village can do is to enforce the grass cutting, however they need to contact the owner first.

Scheiber asked that a letter be sent to Paul Brinkman indicating the outcome of the discussion.

The village agreed on the recommendation by the Public Safety Committee to send a letter and notice to Mark Bender at Lakeshore Pallet regarding the complaints from residents about the smell from burning at the facility and nuisance violation:

The board reviewed the nuisance ordinance and the abatement portion of the ordinance.

It was suggested that the village contact the village attorney for guidance on how to proceed with enforcing the nuisance ordinance. This item will be placed on the next agenda.

The Public Safety Committee discussed the replacement of two heaters in the apparatus bay at the fire house:

After discussion it was determined that the fire station needs to update the heating system, the original heaters are currently installed.

There are four heaters and it was suggested that two be replaced as soon as possible and then the following year the other two could be replaced.

The cost to replace all four is estimated at $21,000.

It was noted that this was not a budgeted item for 2014. The village will take a closer look at the budget to see if some funds can be reallocated.

After discussion it was decided that three quotes should be obtained and look at budgeting in 2015 for the first two to be replaced.

The Finance Committee asked to authorize the Village Clerk’s office to solicit quotes for assessing responsibilities for Village Real Estate and Personal Property: The motion was approved.
