School Board approves 0.44 percent tax increase 2015-16 budget

The Sheboygan Falls School Board approved a projected 0.44 percent tax decrease as part of the 2015-2016 district budget at the Annual Budget Hearing and Public hearing Monday, July 27 in the Sheboygan Falls High School Library.

During the budget hearing portion of the meeting, District Director of Business Services Mary Blaha discussed details of the 2015-16 budget.

Blaha estimated the total property tax levy is estimated to be $8,956,433 for the 2015-16 school year, which covers district operating expenses, debt service and community service funds.

That figure reflects a difference of .44 percent from 2014-15 when the tax levy was $8,995.962 compared with a .01 percent difference from the 2013-14 budget which was $8,996,507.

The district’s mill rate is proposed to decrease by 13 cents to $10.40 per thousand of assessed evaluation.

Blaha stated that the average annual property tax for $100,000 home would see a decrease of $13.00 per thousand. Three factors affected this calculation.

Equalized property value, which during a five-year period has decreased 4.01 percent, however last year it saw a 2.06 increase.

Blaha estimated that we may see a slight increase for 2015/16. A higher property value will result in the amount of levy being spread out over a larger base and will lower the mill rate.

Also Revenue Limit Calculation and State Equalized Aid are figured into the calculation. It is estimated that the amount of state aid will be $9,255.362 for the 2015-16 school year down from 2014-15 school year of $$9,865,066.

Net total expenditures from all funds is projected to be $23,372,095 a .19 percent increase from 2014-15.

During the annual district board meeting, school board president John Mauer was elected to serve as the meeting chairperson.

The board voted 6-0 to approve the 2014-2015 treasurer’s report.

The board also voted 6-0 to freeze the salaries of school board members for the 2015-16 school year, keeping their salary rate at $1,322.41 per year for all board members.

The board formally approved the 2015-16 school district property tax levy of $8,956,433 by a vote of 6-0.

The sale of capital items was approved by a vote of 6-0.

During the regular portion of the meeting the board approved a 2.62 base salary increase for the professional staff, support staff and administration for the 2015-16 school year.
