State 28 work to begin Monday

Gov. Scott Walker has approved $4.415 million contract to improve one-half mile of State 28 through the Interstate 43/State 28 interchange. The project is scheduled to begin April 11 and last until October.

Vinton Construction Company of Manitowoc is the prime contractor.

Approximately one-half mile of State 28 will be reconstructed with new concrete pavement through the I-43/State 28 interchange (including the State 28/Taylor Drive intersection). The project will also reconstruct the bottom portion of the I-43/State 28 on and offramps, overlay the westerly transition of State 28 from four to two lanes with new asphaltic pavement, replace the existing asphaltic shoulders with new asphaltic pavement along the two-lane section west of I-43 to Prange Road, provide new traffic signals and lighting at County A, the ramp termini, and Taylor Drive, and provide a new sidewalk on the south side of State 28 from the Deer Trace entrance to Greenwing Drive.

There will be traffic impacts and detours associated with this project, including:

• State 28 will remain open to traffic, but will be reduced to one lane in each direction.

• Southbound I-43 off-ramp to State 28: closed from roughly early May to mid-June.

Detour: When the southbound I-43 off-ramp is closed, traffic on I-43 southbound will be rerouted to State 28 via State 23.

• Northbound I-43 on-ramp from State 28: closed for a maximum of two nights, currently scheduled for late June. No detour.

• Northbound I-43 off-ramp to State 28: closed from roughly mid-July to mid-August.

Detour: Northbound I-43 traffic will use County V, County OK, and South Business Drive to State 28.

• Southbound I-43 on-ramp from State 28: closed from roughly late July to late August.

Detour: State 28 traffic will use South Business Drive, County OK, and County V to I-43.

• County A will be reduced to one lane at the State 28 intersection with limited turning movements onto State 28 at times during the project.

• Taylor Drive will be reduced to one lane in each direction at the State 28 intersection with limited turning movements onto State 28.

An alternate route will be signed to provide the traveling public an option to avoid the construction area. The Taylor Drive alternate route will utilize Crocker Avenue, 32nd Street, State 28, and Greenwing Drive.

This project will improve the driving surface for motorists by replacing deteriorated pavement. It will also improve safety by increasing the vehicle storage capacity for turning movements, improving the lane alignment through intersections, and expanding accommodations for pedestrians.
